04 · Typical case
Assessment where stage protocols are missing
Construction is complete, but the stage documentation is incomplete?
Where the protocols for the construction stages have not been drawn up or properly executed, we survey the facility and assess the conformity of the works performed with the permit conditions — in order to prepare the expert conclusion required for commissioning.
- this assessment does not cancel the requirement for mandatory supervision.
- The scope of the survey and the possibility of issuing a conclusion depend on the condition of the facility and the evidence obtained.
- The decision on commissioning is taken by the authorised administrative body, not the inspection body.
Legal basis — the procedure approved by Resolution No. 255, Article 30, paragraph 5. Matsne ↗ For a specific facility, the conditions must be checked against the version currently in force.
05 · Scope and legal basis
What you should know
How this relates to the construction amnesty
Important: The result of an inspection is a documented assessment. The administrative decision — including commissioning — is taken by the authorised body, not by the inspection body.
Before publication, verify the current terms and deadlines of the regulation.
Scope of services
- The inspection result is based on the scope of assessment, the methods applied and the evidence collected.
- The company does not perform the works it independently inspects, nor does it take part in the design of the facility.
- Mandatory requirements are neither altered nor reduced by agreeing the scope of services.
- An inspection does not imply a predetermined favourable conclusion and provides no guarantee of an administrative decision.
